Check FWL Server Connectivity and FWL Server's Health

Server Not Operational is a general message informing about MGR not being able to connect to the given FWL server.

Do basic Server Connectivity checks to ensure connectivity issues are ruled out. If those not help, follow the steps from the article Server Not Operational
