You may encounter a situation when a large number of messages are being sent, where AT/AO messages are attempted to be retransmitted at 1 second intervals.
This can occur when the throughput is exceeded or the Tx window is full. When this condition is met, the retransmissions do not follow the delivery scheme, but rather the recipient buffer schedules to retry sending the message 1 second later (or the next second.)
